THE GAP
The need exists. The supplier exists. They never meet.
A manufacturer knows the line that has to be automated, the process that needs vision inspection, the data sitting unused. Somewhere in a technopark there is a company that has already built close to that for someone else. Neither one has a place to find the other. The need stays in an internal memo, the capability stays on a company website, and the two are matched today by coincidence, by a personal contact, or not at all. So the order goes abroad, and a domestic technology company loses a market it could have served.
Chambers already hold both sides of that gap in one member registry. Tech Connect is the surface where the two sides can finally see each other.
Six modules
One login for the member. One workflow for the chamber.
Five of the six modules face the member on one login: technology matching, trade listings, document applications, member services and the rating tools. The sixth, chamber HR, faces the other way, into the chamber's own staff. What holds them together is a single identity and a single member record, so a company is not re-entered six times and the chamber sees one file per member rather than six.
Tech Connect
Matching
- A manufacturer posts one technology need in plain language. The engine reads it and returns a ranked shortlist of technology, software and AI companies registered on the portal, drawn from the chamber's own member registry and from the companies that have joined it, including those based in technoparks. We hold no technopark database and no external registry access.
- Every candidate carries its reason: capability, sector, location, delivered work and the documents the company has on file. The ranking is decision support, never an automatic decision.
- Selection, negotiation and contract belong to the two companies. Matching narrows the field with a written reason for each candidate; it does not promise that a supplier will be found.
Trade Connect
Marketplace
- New and second hand machinery, materials, hardware and fixed assets listed for company to company trade between members.
- In Trade Connect the marketplace is operated by the institution that licenses the portal. That institution carries the electronic commerce intermediary service provider role and its obligations under Law No. 6563, including ETBIS registration and reporting. U2 AI Studio supplies the software; it is not the seller, the buyer, a broker or a party to any transaction, and it does not operate the marketplace.
- Listings belong to their sellers. Condition, use history, pricing, delivery and any authorisation document required for a category are declared by the listing company. Appearing in results is not an endorsement.
Documents and Applications
Documents
- Capacity Report and Domestic Goods Certificate applications are filed through TOBB's industry information system by the chamber and by authorised company representatives. The platform does not replace that system and does not issue, approve or certify anything: it prepares the file, checks what is missing and tracks the process up to the point of official filing.
- Capacity reports are drawn up by the member's own chamber under Law No. 5174 and the related TOBB regulations, and take effect on TOBB approval. Domestic goods certificates are issued by chambers of commerce and industry and by commodity exchanges under the Ministry of Industry and Technology communiqué on the Domestic Goods Certificate. U2 AI Portal does not issue, grant, approve or certify anything. It manages the application process only.
- AI checks the dossier for missing fields, expired documents and inconsistent figures before submission. The waiting is in the dossier, not in the decision.
Member Services and AI Call Center
Members
- Membership records, fee and service requests, appointments and correspondence move behind one member login, with status visible at every step.
- The AI call centre answers routine member questions by voice and text around the clock and routes the rest to the officer who owns the file.
- Call recordings and voice data are processed under Law No. 6698 with the chamber as data controller. No member request is decided automatically; a person approves.
Measurement and Rating
Ratings
- U2 AI Innovation rates innovation maturity across its own axes and sub dimensions, and shows the evidence behind each score.
- U2 AI Readiness measures AI maturity across the member's data, people and processes. U2 AI Carbon calculates the corporate footprint and prepares the working file; neither claims regulatory compliance on the member's behalf.
- Results feed the chamber's own programmes and training planning. They carry no weight in any public support, grant, incentive or procurement decision, they are not shared with any public body by us, and a rating is a starting point for a conversation, not a verdict on a company.

HR
- U2 AI HR runs the chamber's own people processes: KPI and OKR tracking, training, exams, org chart, calendar and leave.
- PsychoSim and AI Insight give managers structured input on teams, candidates and development needs, with the reasoning shown.
- Every personnel decision stays with a human manager. The module prepares the ground and keeps the record; it does not decide.
How it works
From installation to the first shortlist
Install on the chamber's own registry
The portal is set up for one institution. Member records, sectors, service definitions and fee rules come from the registry the chamber already governs. Roles are split from the first day: one surface for members, one for chamber staff. The data stays with the chamber.
Bring both sides onto the platform
Manufacturers describe what they make and where technology is holding them back. Technology, software and AI companies describe capability, sectors and delivered work. Technopark status and a domestic goods certificate appear as the company's own declaration, carried with its document number and the issuing body.
Post the need, read the shortlist
A member writes one need in plain language. The engine reads it, narrows the pool and returns a ranked candidate list with a written reason for each name. The member sees why a company ranked where it did, and can widen or tighten the criteria and run it again.
Respond, compare, decide
Candidates answer the same brief through the portal, so replies can be read side by side. The member takes the shortlist into its own evaluation and picks. The commercial agreement is made between the two companies; the chamber can see demand it had no view of before, and the technology side gains a channel it can be found through.

Chambers and exchanges run the membership. Industry states the need. Technology companies answer it. Every side works in the same platform, on the institution's own registry.
Chambers of Industry
Members post a technology need once and see a ranked list of domestic candidates with the reasoning shown. The chamber keeps the registry, the data and the audit trail. Capacity report and domestic goods dossiers are prepared and checked in the same login, then submitted through the official channel by the people authorised to do it. All six modules of the platform run in production at the Ankara Chamber of Industry.
Chambers of Commerce
Member services move from phone and email to a tracked workflow. Applications, document requests, fee records and correspondence sit in one queue the document office can see end to end. The AI call centre answers routine questions and hands anything that needs judgement to a named officer.
Commodity Exchanges
Member companies get the same single login for listings, documents and requests. Equipment, machinery and material listings from members reach a buyer pool that is already governed and known, instead of an open public directory with no membership behind it.
Technoparks and Technology Companies
Get in front of industrial buyers who have already written down the need you can meet. Your profile carries the capabilities, sector references and documents you provide, including the technopark statement supported by the managing company's own document. Visibility comes from stated demand, not from cold outreach.
Industrial Companies and Manufacturers
Describe the requirement in your own words. The matching engine narrows the member and technology pool to a shortlist and explains why each candidate is on it. Domestic sourcing is filtered on the supplier's declared domestic goods certificate and its number, carried exactly as the supplier submitted it.
Private Sector Corporate Portals
The same six modules run as a private portal for a holding, an organised industrial zone or a sector association. Supplier discovery, an internal marketplace for surplus assets, document workflows, member services, rating modules and HR, all on one identity layer the institution controls.

Matching is not a guarantee
The engine will not find you a supplier. It surfaces the candidates that fit the stated requirement, ranks them, and shows the reasoning behind the ranking, so your team starts the evaluation from a defensible position instead of a blank page. Final selection and the contract stay with your institution. Scores are decision support, never an automatic decision.
Domestic sourcing, evidenced not asserted
Domestic status rests on the Domestic Goods Certificate, which chambers and commodity exchanges issue under the Ministry of Industry and Technology communiqué, and which certifies a good rather than a company. The platform does not determine whether a supplier is domestic. It carries the supplier's own declaration and certificate number in the profile and makes that field filterable, so priority for domestic capability is applied on evidence the supplier provided.
A super app, not six tools
Six modules behind one login and one member record. A company that registers for the marketplace does not register again for a document application or a maturity assessment. The institution owns the data across all of it, and a member's history follows them from one module to the next without a second identity.

Frequently asked questions
Do you issue capacity reports or domestic goods certificates?
No. We do not issue, grant, approve or certify anything. Capacity reports are drawn up by the member's own chamber under Law No. 5174 and the related TOBB regulations, and take effect on TOBB approval. Domestic goods certificates are issued by chambers of commerce and industry and by commodity exchanges under the Ministry of Industry and Technology communiqué. Applications are filed through the official system by the chamber and by the company representatives authorised to do it. What the portal does is prepare the file: it collects the documents, checks for missing fields, expired papers and figures that do not agree, and tracks the process up to the point of official filing. The decision is never ours and never the software's.
Who is using it today?
All six modules are in production at the Ankara Chamber of Industry (ASO). We name ASO because the deployment is live, not to suggest endorsement: a reference customer is a customer, not a sponsor, and we do not speak on the chamber's behalf. We publish no usage figures, member counts or match volumes for any installation, because we do not report numbers we have not measured and agreed with the customer.
Do you have an official relationship with TOBB or with the chambers?
No. U2 AI Studio Teknoloji A.S. is a software supplier. We hold no authorisation, accreditation, approval, representation or partnership from TOBB, from any chamber, commodity exchange, technology development zone management company or public institution, and the portal neither replaces nor integrates with their official systems. A chamber that licenses U2 AI Portal runs it as its own service, under its own name, on its own data.
Does Tech Connect guarantee that a supplier will be found?
No, and no matching platform can promise that. Tech Connect turns a stated technology need into a ranked pool of candidate suppliers and shows the reason each candidate surfaced: capability, sector, location, references on file and the documents the supplier has uploaded. Evaluation, negotiation and the contract remain with your organisation, outside the platform. Matching does not remove the evaluation. It gives you a defensible starting point with the source of every candidate attached.
How do you know a supplier is domestic?
We do not determine it, because no software can. Domestic status rests on the Domestic Goods Certificate, which chambers and commodity exchanges issue under the relevant communiqué. The supplier declares the certificate and its number in its profile and uploads the document; the portal carries that declaration, shows it and makes it filterable. The same rule applies to technopark status, which rests on a document from the zone management company. Checking a document against its issuing body is a step the buyer takes, not a claim we make.
On Trade Connect, are you the seller?
No. U2 AI Portal is an intermediary service provider. The listing belongs to the organisation that posts it, and that organisation is the seller. Description, condition, use history, documentation, pricing, delivery and after sales are its responsibility. We are not a buyer, seller, broker or agent in any transaction between users, we are not a party to the contract, and we do not hold, own or ship goods. Appearance in search results, directories or recommendations is not an endorsement or a guarantee. Electronic commerce obligations, including ETBIS registration and notifications, belong to the institution operating the marketplace; the product supplies the record and reporting fields that support them.
Who holds our data?
The chamber or institution is the data controller. We process on its behalf under a data processing agreement, within the scope of Personal Data Protection Law No. 6698. Member records, listings, application dossiers and call data stay inside that institution's own tenant. We do not pool data across customers and we do not train models on one customer's data for another. Data can be exported by the institution at any time, in open formats.
What happens to call center recordings?
Call recordings and voice data are personal data under Law No. 6698. Whether calls are recorded, the notice given to the caller, the legal basis relied on and the retention period are configured by the institution as data controller, and retention limits and deletion are applied by the system. The AI assistant answers, routes, transcribes and drafts replies. It does not decide a membership, an application or a document outcome; a member of staff does, and the record shows who.
